Decisions, holds and bypasses

Advancing, holding, skipping a stage, withdrawing and disqualifying.

A candidate's result is stored because somebody set it. It is never computed from scores. This page covers every way it moves.

The results

Withdrawn and disqualified are kept apart from rejected on purpose: they mean different things and next year's council will want to know which.

The stages

Intake, GD pending, GD active, GD complete or GD bypassed, PI pending, PI active, PI complete, decision, closed.

Stage is where they are in the process. Result is what was decided. They move independently.

Advancing and holding

Junior Council and up can advance a candidate to the next stage, and hold one.

Hold is not a soft rejection. It means the decision is genuinely open. A tied panel produces a hold automatically, and leaving it there until somebody looks properly is the correct behaviour.

Bypassing the group discussion

Senior Council and up, and only if the cycle allows it. It skips a candidate straight to interview and requires a reason, which is recorded and shown permanently on their dossier.

Reasonable uses: the candidate could not attend any GD slot, or they are already known to the council. Unreasonable use: clearing a backlog. Every bypass is one candidate assessed on less evidence than everyone else.

Only Administrative Council can reverse a bypass.

Withdrawing and disqualifying

Both Senior Council and up. Withdraw when the candidate has told you they are out. Disqualify for cause, and write down the cause.

The Administrative Council powers

Reconsider, override and reverse a bypass. These exist to repair a cycle that has got into a state it should not be in. Each one is recorded with who did it.

Careful

Override is a repair tool, not a shortcut. Using it to move a candidate whose evaluation you disagree with hides the disagreement instead of recording it. Change the result, and write the reason.

Everything is recorded

Every one of these actions writes to the audit trail with the actor, the candidate, the outcome and the reason where one was required.
