If your first choice is a double delegation committee
The form asks for your partner instead of a second preference, and the partner is required. You cannot skip this step or continue without one.

Your partner receives their own email telling them you have registered them, so use their real address and tell them to expect it.
Careful
Your partner does not fill in their own registration form. You register the pair. If they also register separately you end up with two records and the secretariat has to untangle it.
Why this is enforced
A double delegation seat is held by exactly two people. Allowing one person to register alone would create a half-filled seat that someone has to chase. The rule is checked again on the server when you submit, so it cannot be worked around.
If your first choice is a single delegation committee
The form asks for a second preference instead: another committee and another portfolio. Both are optional, and you can leave the step empty.
Your first-choice committee is removed from this list, since a second preference for the same committee would not tell the secretariat anything new.
Tip
Fill it in. Popular committees run out, and a delegate with no second preference gets allotted whatever is left rather than the next thing they actually wanted.
